Kilil5 (Somali State of Ethiopia) abhorrent abuse of Ethiopian Federal Law (proof) Ethiopia Federal law The federal law of Ethiopia which has been created by the federal government is the most important and when read the most comprehensible law in East Africa. States, Nations and peoples have surrounded their individual sovereignties and many powers to the federal government. All in all the Ethiopians In Addis Ababa to the one in Jigjiga are all protected under the same law. And yes Ethiopian fundamental laws are all the same from Adwa (near Aksum in tigre state) to Gambela (west of Ethiopia). From dharwaneyge and lefeissa (Harawo region ) to Nekemte (east of Ethiopia, Oromo state). It is with no argument when we say that the supreme law of Ethiopia is the federal constitution. It is therefore this framework called Ethiopian Federal constitution that is the body that guarantees, protect and organize relationship between the people, states and nations of Ethiopia. So when the current prime minister “Meles Zenawi” said the FDRE constitution has fostered peaceful coexistence, harmony, cooperation and respect in Mekelle speech (link 1) does the prime minister knows if the Somali state of Ethiopian is in the same wagon as the rest of Ethiopia?  The Somali State of Ethiopia So the question asked in our previous chapter was if the Somali state of Ethiopian are progressing at the same speed as the rest of Ethiopian? It is with no question and with provable references that Ethiopian is growing at an increasing rate (link 2) and the writer of this article can testimony the development he witnessed both in Addis Ababa and the rest of Ethiopia. We argue while the rest of Ethiopia is progressing both in economical and abiding the federal constitution at a train speed rate, the Somali State of Ethiopia is progressing at a camel pace. The Somali State or Zone 5 is the least developed and specially the least likely to ever catch up with Ethiopia development plan. It is the only Zone in Ethiopia where only the project achieve up to now are those funded and managed by the federal government. If there is an increase of paved roads, increase of telecommunication facilities and many others. It is because they are partially or wholly managed by the federal government. Any projects started or managed by the local government are either failed or partially completed with a bogus bill. The writer was a witness when he accompanied a young man from lefeissa (harawo region of Ethiopia) who went to jigjiga to apply for an Ethiopian passport. A long queue was formed at the office and a gentleman who we can now call not a gentleman but a hardman came about. “Abdillahi Ethiopia” is his nickname, segregated the queue and called for all Ogaden and Abasguul to form a different queue and suddenly called the other 90% of the queue to tail back home (to go home) and if anyone argue then he or she will be hit with the back of the new police Kalashnikov Machine gun. In clear violation of Ethiopia Federal constitution law: Article 6 section 1. Article 9 section 3. Article 10 section 1 and many other articles. Isn’t a valid question if Ethiopian of Harawo region are better off with joining K4 (Oromo zone ) or Harari zone as argued in this Article ( link 3) ? Documented abuse So what are the documented abuse and the proof that the writer is arguing in this article title? The proofs are so many that we are going to provide a few in this article. Some are clear abuse of power in contrast Article 9 section 3 (Assuming power in any manner other than as provided by this Constitution is prohibited.) Some are clear and simple criminalities and some are clear violation of the FDRE constitution and global human rights. If we start with the simple criminality perpetrated by the Current Somali State government then it is the following: The current ESTV are slowing and clearly drifting from a State media to a personal and tribal media. You can only watch its programs and propaganda which biased. First it seems every imaginable progress in Somali State is from this current president and not from the Ethiopians of Somali state and even worst not from the Federal government. The current ESTV seems to serve and cater only a specific section of Somali State population. The following clip will even put a nail in the coffin on how illegal detention and systematic abuse of power occur in the harawo region. (link 4) During the writer brief stay on his ancestral region “Harawo”, he got briefly imprisoned illegally and without charge. The writer wanted to see at first hand the development in the Ethiopia as whole and particularly his ancestral land of Harawo. On his second day in Lefeissa, he got imprisoned by the current police officer in lefeissa city (Abdullahi yussuf from Akisho tribe) acting under the instruction of the water officer (Abdillahi dheere (had scare near to his nose) from Ogaden tribe) and agricultural officer (Mohamed Rashid, from Gare tribe). We will writer in details this event and the wider scale of Fraud, corruption and injustice harawo region is facing at the hand of this current government. But the point was, the writer (A diaspora) got detained in a filthy cell and to his amazement with 4 little children. The 4 little children who got aspiration to become Ethiopian Doctors, Engineers and professors got imprisoned trivially in a filthy cell and was sharing with an Adult in contrast of all Ethics, decency and child protection and in clear violation of Federal Ethiopia law. (proof link 4) The Harawo diaspora and harawo children got imprisoned with no charge by none local official and in clear disregard of Federal law. Practically they seems to be above all laws and are the embodiment of every law. It seems the simple police officer and simple water agency worker are more powerful than Ethiopia law makers including the prime minister of Ethiopia when it comes to harawo region state of affair and in passage the Somali state of Ethiopia (DDS). Solution: As argued in previous article (link 3), There is no way to fix and no amend of training offered by the federal government that will ever redress or correct the ways of the Somali State government. It seems, it is inherent to a large Somalis and practically that the majority of Somalis to be naturally inclined to anarchy and chaos. It is not a coincidence that you can see progress, rules of law, respect of human right and just plain simple civilised society in Addis Ababa, Nazret (Adama), Harar but as soon as you pass Babile or pompage the Oromo Administration and step into the Somali Administration that you will see plain crazy human with loaded guns parading the streets. You will wonder if jigjiga is in a state of war, but then you realise that jigjiga is a peaceful city and only the Somali Administration strive in creating anarchy and chaos. Only the thug and plain criminals prosper in this environment. The writer never felt so unease, harassed and terrorised while in jigjiga and never felt so in peace, emancipated and felt in love with Ethiopia when travelling through Addis Abeba, harar or nazret. Basically Ethiopian federal law, progress, democracy, fairness and plain civility only exist in Oromo, Afar, Amhara, tigree, harari and other administration. What exist in the somali state of Ethiopian is plain tribalism, a system called “dib uu curashow” copied from Siyad bareh regime where official kinsman are deployed in other area not familiar to them to terrorise, imprison local people, corrupt Ethiopian Federal law and as well oppress. We argue that we do not have a solution for other regions of Somali state of Ethiopia (DDS) as we do not know their circumstances and what they are enduring whether good or bad. But as a Diaspora from the harawo region and after seeing the circumstance and lived briefly in the area we recommend the following: 1st That every member and the ½ millions of harawo region populas to be taught Ethiopia Federal constitution. to know what their forefather “horyal” have fought for, to cherish this law and seek protection under it. 2nd After seeing the numerous woredas created by DDS and harawo region legitimate request ignored as well taking all consideration detailed in this article and argued in previous article (link 3) Harawo region should immediately scramble in leaving the DDS anarchy and seek progress in K5 or with the harari region.
